Margaret has 25 years experience delivering successful projects within the public sector. She worked at Director level in the Department of Transport and Main Roads for six years with responsibility for major projects and a key role in establishing the TMR Program Office within the Road System Management Group. More recently, she spent a number of years as an external consultant with the One Stop Shop Strategy and Implementation Office within Queensland Government. Margaret commenced working with Merit Solutions in 2019.
Margaret has also managed operational business units supporting service delivery and a program office responsible for implementing multiple high-risk complex projects and is a go-to person for project remediation. She has a comprehensive understanding of working in a government environment and its regulatory standards with conflicting priorities. Margaret is a passionate business transformation advocate, always looking for opportunities to simplify business processes and services to reduce customer effort and service costs. She is excited for the opportunities that the digital environment provides to both customers and business and has extensive experience in delivering innovative and streamlined solutions to solve business problems. Her extensive project experience and skills enable her to fulfil multiple team roles, including business analyst, tester, project or program manager.
HR Policy and Practices
Through several projects with Merit Solutions since 2019, Margaret has applied her business process expertise to the analysis and improvement of corporate processes including Recruitment and other HR Policies and Practices. She has engaged with internal staff and key stakeholders to achieve efficiencies and more cost-effective outcomes while also improving internal practices.
In establishing a Program Office, Margaret led the development and implementation of a capability framework for all roles. In determining key capabilities Margaret met with both staff and management team to determine competency measures. The capability framework and competency measures were integral to managing both individual and unit performance. Margaret has managed multiple business units undertaking day to day activities including recruitment, performance management and resolving staffing conflicts.
Business Transformation and Optimisation / Business Analysis and Service Design
Margaret has led the research, design and piloting of numerous business and technical solutions. Streamlining services and processes using LEAN principles, she develops business requirements, maps business process, designs the customer journey, develops policies and procedures. Margaret ensures that both the customer perspective and organisation efficiencies are emphasised to maximise benefits achieved. As a result of her skills and passion for business transformation Margaret has implemented many innovative and leading-edge business solutions. Margaret has researched industry and commercial solutions to compare the cost, viability and configurability of internal bespoke and commercial solutions. Using communication, negotiation and leadership skills Margaret engages with vendors, customers and organisational staff to ensure that current situation and outcomes are clearly identified, analysis undertaken, and recommendations are developed.
Using her strong problem solving, analytical and communication skills, Margaret led projects teams to deliver high quality projects. As a natural leader, Margaret works with teams, empowering and supporting them, to overcome project issues, identify solutions while considering the project outcomes and benefits. She identifies issues and risks to enable early intervention and can fill capability gaps within a project team to ensure timeframes are met. Margaret supports on the job learning and development and has coached many team members, sharing her knowledge and skills. Her skills and drive have seen Margaret become a go to person for managing projects.
Margaret has developed and implemented governance arrangements, based on a RACI model, establishing transparent roles and accountabilities for all stakeholders from the project team members through to senior executive. Margaret also implemented a rolling program of work aligned to the organisation strategic direction including prioritisation based on benefits, costs and complexity which identified conflicting priorities and resourcing. The program was reviewed regularly enabling informed business decisions to be made about the viability, prioritisation and continuance of multiple initiatives.
Stakeholder and Customer Engagement
Margaret uses individual interviews or group facilitated workshops to engage stakeholders and customers. By making each perspective transparent, Margaret ensures stakeholders actively participate or are consulted appropriately in the development of a shared solution and way forward. Margaret ensures that stakeholders are appropriately updated with the progress of the initiative.
