Antoinette is a senior people and culture leader with extensive service delivery, strategy, HR systems and change management experience in the Queensland public sector. As a trusted business partner, Antoinette has a proven track record of achieving results as a HR Director in strategic, operational and project based roles, and as a consultant for various agencies, including the Departments of Public Works and Housing, Transport and Main Roads and State Development.

Antoinette’s major strength is her ability to easily visualise strategic priorities and effectively manage stakeholder relationships to deliver results. Combined with her strong analytical and planning skills, Antoinette successful delivers operational and systems outcomes that meet her client’s requirements.

Business Transformation

Antoinette has led the design and implementation of numerous organisational reviews and realignments for several state government agencies, including re-engineering and reorienting business functions and organisational restructures. These activities have included large-scale recruitment and selection activities and effective change management. Antoinette has also led complex machinery-of-Government migrations between agencies, including management of employee and industrial relations matters and HR system consolidations.

During a period of substantial renewal, Antoinette managed substantial organisational change that resulted when government functions were transitioned to the private sector. Antoinette delivered a holistic strategy that minimised the impact on individuals and included strong engagement with Ministerial media and agency communication teams. The initiative included implementation of an innovative case management strategy that included early intervention and career transition support. Although many staff were impacted, no forced redundancies resulted. These strategies were promoted across the sector as best practice at the time. Employee wellness was also a priority for the HR team implementing the change.

People and Culture Strategy, Policy and Workforce Planning

Antoinette has designed, implemented and led teams to formulate People and Culture Strategies to align organisational culture with strategic goals and values throughout her career. She has extensive experience analysing workforce and survey data to identify key focus areas, designing workforce plans and delivering strategic outcomes through effective program and project management methodologies. Targeted strategies have included leadership development frameworks, strategies for managing absenteeism, performance management strategies, and targeted learning and development plans. Antoinette has implemented simple and effective project and program management methodologies to ensure effective governance and alignment to organisational priorities.

With substantial operational experience in the Queensland public sector, Antoinette has provided strategic advice to Senior Executives and line managers to deliver innovative people and culture solutions that meet their organisational goals. She has developed and implemented Workforce Plans for large and small agencies and business units.

Antoinette has also been instrumental in leading initiatives that deliver HR service delivery reform and program management approaches, including design and management of service level agreements with 3rd party providers.

HR Systems and Business Change

Antoinette has delivered a range of complex HR systems outcomes for several Queensland State Government agencies across payroll, learning and talent management, HR business intelligence and timesheet systems. Key deliverables have included development of business cases, project initiation, rationalisation of post-MoG HR systems environments, implementation of new systems and reforms, and leading effective business change management.

Antoinette specialises in development of change management plans that contribute to the successful implementation of large scale digital innovation initiatives.

Executive Talent Management

Antoinette has led the end-to-end Senior Executive Service/equivalent functions for various State Government agencies and business units, including contractor management, talent management, advice, management/rationalisation of contracts/contractors. Antoinette’s achievements include rationalising large SES/S122/contractor profiles to deliver improvements and organisational benefits, developing a client protocol for filling SES/equivalent roles, and driving an innovative recruitment activity to source difficult-to-fill ICT roles.

Recruitment and Selection

Antoinette has extensive experience engaging with clients to deliver recruitment and selection outcomes – as panel Chair, panel member, collaborating with panels to develop innovative recruitment and selection tools, and as a scribe, documenting interviews and decisions and preparing selection documentation.
