Antoinette is an accomplished leader with more than twenty years in consulting and public sector management roles, Antoinette has delivered significant outcomes in people and culture, program management, corporate services and change management in Queensland Government agencies, government corporate entities and not-for-profit sector. Antoinette has a proven track record of achieving results for diverse agencies, including a government commercial enterprise within the Queensland Police Service portfolio, Public Safety Business Agency and the Departments of Energy and Public Works (previously Housing and Public Works) as well as Transport and Main Roads and State Development. Antoinette has also represented agencies on several whole-of-Government Boards.
Returning to Merit Solutions in 2023 and previously from 2018 to 2020, Antoinette has provided professional support to a wide range of clients in the management of recruitment and selection processes up to senior executive level, consultancy around organisational design and on change focussed projects in the Queensland Government and not-for-profit sector.
Business Transformation and Organisational Change
Antoinette has delivered business transformation and large scale organisational restructures, HR service and systems optimisation programs, embedded culture, integrity and capability strategies and delivered HR systems and business intelligence initiatives in several government and non-government entities. Antoinette has also led complex machinery-of-Government migrations between agencies, including management of employee and industrial relations matters and HR system consolidations.
In a broader corporate services role, Antoinette has delivered workforce management solutions designed to improve integrity and focus on frontline service delivery by resolving longstanding strategic and operational property and facilities management, procurement, finance, information and communication technology, risk and governance issues. She has coached and mentored executive leaders to foster a culture of cooperation and collaboration to enhance their people acumen and improve frontline service delivery by investing in cultural capability and diversity initiatives.
People and Culture Strategy, Policy and Workforce Planning
Throughout her career, Antoinette has designed, implemented and led teams to formulate People and Culture Strategies to align organisational culture with strategic goals and values. She has extensive experience analysing workforce and survey data to identify key focus areas, designing workforce plans and delivering strategic outcomes through effective program and project management methodologies. Targeted strategies have included leadership development frameworks, strategies for managing absenteeism, performance management strategies, and targeted learning and development plans. She has developed and implemented Workforce Plans for large and small agencies and business units.
Antoinette has also been instrumental in leading initiatives that deliver HR service delivery reform and program management approaches, including design and management of service level agreements with 3rd party providers.
HR Systems and Business Change
Antoinette has delivered a range of complex HR systems outcomes for several Queensland State Government agencies across payroll, learning and talent management, HR business intelligence and timesheet systems. Key deliverables have included development of business cases, project initiation, rationalisation of post-MoG HR systems environments, implementation of new systems and reforms, and leading effective business change management. She led a state government agency response to mitigate high profile people, culture and integrity risks, enabling successful delivery of a complex HR and payroll migration initiative.
Executive Talent Management
Antoinette has led the end-to-end Senior Executive Service and equivalent functions for several Queensland Government agencies. She has implemented workforce management strategies to attract and retain talent, managing executive profiles that include SES contracts, standard and bespoke individual employment contracts and contractor contingents to deliver organisational priorities. In one agency, Antoinette also led negotiations to synthesise a diverse range of employment conditions and salary structures and designed bespoke independent employment contracts to attract and retain aviation employees and executives in the state government.
Recruitment and Selection
Antoinette has extensive experience engaging with clients to deliver recruitment and selection outcomes – as panel Chair, panel member and as a scribe for diverse processes up to Executive level. Antoinette appreciates the importance of documenting interviews and decisions and preparing selection documentation to mitigate any integrity related risks in government selection processes. She has collaborated with panels to develop innovative recruitment and selection tools and advise on complex recruitment and selection issues.
